NATIONAL FINANCIAL INCLUSION STRATEGY 2025–2031 ROLLED OUT TODAY

This morning, 6 August, Mozambique’s Minister of Finance, Carla Loveira, officially rolled out the second edition of the National Financial Inclusion Strategy (NFIS) 2025–2031 at the Montebelo Indy Maputo Congress Hotel.

In her address, Minister Loveira stated that the new Strategy aims to ensure access to and effective use of quality financial products and services, underpinned by knowledge, trust, and security, and delivered responsibly to contribute to sustainable and inclusive economic growth, as well as to the well-being of the Mozambican people.

According to Minister Loveira, the new NFIS represents a significant step forward from the previous edition (2016–2022), as it goes beyond the traditional focus on banking services. The updated approach includes the digitalization of financial services and the promotion of green finance, with the goal of expanding access, improving efficiency, and fostering sustainable inclusion for individuals currently excluded from the formal financial system.

The Minister emphasized that the success of the NFIS 2025–2031 will require an integrated approach involving all key sectors, in order to address pressing challenges such as consolidating macroeconomic stability and mitigating risks associated with financing micro, small, and medium-sized enterprises (MSMEs).

Additional challenges include reducing the high cost of financial services, which continues to be a real barrier for low-income households and small businesses, as well as improving low levels of financial literacy, which limit the population’s ability to understand and use financial services consciously and securely.

Also speaking at the event, the Governor of the Banco de Moçambique, Rogério Zandamela, stated that the NFIS 2025–2031 renews and reinforces the collective commitment to promote financial inclusion, particularly in rural areas. He stressed that inclusive, sustainable, and robust growth can only be achieved through broader access to quality financial services.

The NFIS 2025–2031 was presented by Ester dos Santos José, Chairperson of the Board of Directors of the Insurance Supervisory Institute of Mozambique.
